Vanport, the largest World War II federal housing project in the United States and once Oregon's second-largest city, was destroyed by a flood in 1948 that left 18,000 people homeless and forced Portland’s white residents to reckon with their racist housing practices. In observance of the 76th anniversary of the flood, the 15-day festival of "memory activism" will commemorate the disaster with community-minded presentations, exhibits, documentary screenings, tours, and more.
